China issues 13th Five-Year Reform Plan on cultural industry

The Outline for the 13th Five-Year Plan (2016-2020) on Cultural Development and Reform was issued by the general offices of the Communist Party of China (CPC) Central Committee and the State Council on May 7 in Beijing. The plan specifies the guiding principles, major goals, key projects, as well as policy supports for future cultural reforms. Thirteen parts were covered in the outline, including guiding principles, ideological and theoretical construction, public opinion guidance, building core socialist values, inheritance and spread of the excellent traditional Chinese culture, and reform and innovation of the cultural system.
