Experts discuss transition of China's public governance

Some 100 experts and scholars from home and abroad gathered in Shanghai from July 19 to 20 for the 2014 Fudan International Forum of Management, which this year was themed “Transformation and Modernization of Public Governance.”
In the new media age when government leadership confronts both challenges and opportunities, enhancement of media can drive improvements in leadership, noted Zhao Qizheng, former director of the State Council Information Office.
“By hearing different voices from the public via new media, the government is able to not only garner respect from the public but also be alerted to its deficiencies, correct mistakes and strengthen executive capacity,” he added.
Whatever path and method is chosen for the transformation of public governance, the ultimate goal is to have public governance modernized, Zhao added.
Xue Lan, dean of the School of Public Policy and Management at Tsinghua University, called for theoretical innovation and bold practices to be taken in the field of public governance by drawing upon foreign experiences to build a public governance system with Chinese characteristics.
Currently, “equalization of public services” is a hot topic entailing in-depth studies and practical innovation.
According to Dong Keyong, dean of the School of Public Administration and Policy at Renmin University of China, basic public services should be defined on the grounds of fundamentality, adaptability and equalization.
“Equalization of basic public services requires the government to foster awareness of equalizing public services, identify the range, scale and eligibility for basic public services, establish a diversified service supply system based on civil needs and choices along with effective, professional and competitive modern service organizations, thereby setting up a system providing equal technical and cultural services,” said Dong.
Task-oriented organization is crucial to realize the equalization of basic public services, Dong added.
Gao Xiaoping, deputy executive director and secretary general of the Chinese Public Administration Association, pinpointed performance management of task-oriented organizations as the focus of promoting traditional performance management.
Local comprehensive performance bodies are experienced, technically competent and clear-minded, so they can guide and coordinate professional evaluation institutions, therefore improving the overall performance of the government, he said.
