China to continue pursuit of new development concepts

During the 14th Five-Year-Plan (FYP) period (2021–2025), China will continue to pursue innovative, coordinated, green, and open development that is for everyone.

New opportunities and challenges will co-exist during the 14th FYP period. At present, China’s development is still in a period of important strategic opportunities, and the domestic and international circumstances are undergoing profound and complex changes. Guo Ye, a professor from the School of Economics at Xiamen University, said that adhering to the new development concepts and achieving higher-quality development is of great significance to China today. The key to actively responding to the challenges brought about by external changes is to improve the quality of development, and the key to achieving high-quality development is to implement new development concepts.

The quality of development depends on multiple dimensions such as production, demand, and distribution, said Chen Binkai, dean of the School of Economics at the Central University of Finance and Economics. From the perspective of production, the core sources of economic growth include labor, capital accumulation, human capital, and technological progress, among others. To achieve high-quality development, we must rely on technological progress and increase total factor productivity. The new development concepts prioritize innovation, and innovation is the most important driving force for improving total factor productivity.

From a demand perspective, China is one of the largest economies in the world, and prioritizing the domestic circulation is a necessary choice for its new development stage. However, domestic circulation is not closed. Rather, domestic and international circulations reinforce each other, thus forming a beneficial interaction.

Higher-quality opening up is essential to facilitating a new development pattern. Openness is important to promoting technological progress and high-quality economic development, Chen continued.

From the perspective of distribution, to achieve high-quality development, more emphasis must be placed on coordination and sharing, and a more reasonable distribution system must be constructed so that the people can better share the fruits of development more evenly.

Opening up is among the new development concepts. Wei Hao, a professor from the Business School at Beijing Normal University, said that opening up is the necessary path for the country to prosper and develop, and it is an accelerator for high-quality development.

Since the reform and opening up, China’s economic and social development has made great achievements, and people’s living standards have improved significantly, said Liu Fengyi, a professor from the School of Marxism at Nankai University. However, there are also some deep-seated discrepancies and problems, such as high speed but low efficiency, enormous economic aggregate but structure which isn’t optimized, and high output but insufficient ecological environment protection. To fundamentally solve these problems, we must take the road of high-quality development.

Zheng Yougui, a research fellow from the Institute of Contemporary China Studies at the Chinese Academy of Social Sciences, said that China’s economy has shifted from a stage of rapid growth to a stage of high-quality development. Promoting high-quality development involves creating and perfecting institutional environments, coordinating the establishment of a high-quality development indicator system, a policy system, a standard system, a statistical system, and performance evaluation and performance appraisal methods.

“High-quality economic development needs theoretical innovation and guidance. Many important theoretical issues need to be studied in depth to promote high-quality development,” Liu said.

Guo suggested carrying out in-depth study on the improvement of macroeconomic governance, guided by the new development concepts.

Guo also suggested exploring ways to upgrade the industrial base and modernize the industrial chain driven by technological innovation, building a new infrastructure system that serves digital transformation, intelligent upgrades, and integrated innovation, thus providing a new impetus for high-quality development.

In addition, it is also important to gradually resolve financial risks, eliminating hidden dangers in high-quality economic development and operation, Guo said.
