The Road of Targeted Poverty Alleviation in Ning’er, Yunnan Province, authored by Sun Yeqing, a professor from the Shanghai Party Institute of CPC, narrates the miracle of Ning’er County, Yunnan Province, completely stepping out of absolute poverty. The county completed the task of getting removed from the list of poverty-stricken counties during 2016 and 2017, and in 2020 achieved a historical leap forward to make sure that no one is left behind.

The book demonstrates the power of the CPC’s original aspiration and mission, the constant and steadfast national spirit of the Yunnan people, the high-efficiency institutional arrangements of the central top-level design, and the creative implementation plans of officials and the masses. The hope for sustainable development is highlighted through showing the appearances of Yunnan after targeted poverty alleviation, policy arrangements, and implementation measures.

The surveyed site has historical significance. Ning’er, as a research object, has archetypical exhibition value for investigating the history of China’s targeted poverty reduction. The book focuses on the source of the Ancient Tea Horse Road—Ning’er, formerly known as Pu’er. Before the founding of the PRC in 1949, most areas of Ning’er were still in the primitive commune stage. Caused by historical and geographic factors, its economic development had long lagged behind, ranking among the national-level poverty-stricken counties.

Sun gives a brief introduction to the historical situation of Ning’er before and after the founding of the PRC, and the historical starting point and foundation for Ning’er’s targeted poverty alleviation. After this, the author highlights the decisive battle of targeted poverty alleviation in the county, which began in 2016 and achieved the historical miracle of completely shaking off absolute poverty in just a few years. Since then the county has shown the momentum of sustainable development. A panoramic view is depicted which unrolls the historical picture of the CPC leading the Chinese people to completely eliminate poverty and secure a decisive victory in building a moderately prosperous society in all respects.

The author reflects on details in macro-history and key issues that must be solved in targeted poverty reduction, such as the source of funds for poverty alleviation, how local governments raise them, ensuring their standard use, and preventing their misuse to avoid corruption. These issues also include how to test the effectiveness of poverty alleviation and how to ensure no one is left behind. Combining actual data, cases, and a narrative, Ning’er provides excellent material for telling Chinese stories well to the outside world.
