Cultivating new developmental forces for Northeastern China

From Aug. 8 to 10, a forum on the development of Northeastern China was held in Chifeng, Inner Mongolia. Experts discussed such issues as promoting high-quality development of city groups and invigorating the old industrial base in Northeastern China.

Yu Guangjun, director of the Institute of Economics under the Inner Mongolia Academy of Social Sciences, said that new developmental forces should be cultivated in the eastern area of Inner Mongolia. Through the adjustment of population patterns and the layout of urban and rural areas, we should concentrate on cities that have the potential for further development and key fields with strong foundations and differentiation from those in adjacent regions. In addition, we should leverage such modern technologies as information technology, automation and green manufacturing to transform traditional industries, and we should adhere to the principle of achieving national prosperity through dynamic business, so as to find new forces for regional development.

The eastern area of Inner Mongolia should emphasize the strategic adjustment of policies to transform its methods of economic development. Zhang Taiping, president of the Economics Society at Inner Mongolia Autonomous Region, said that modern and innovation-driven development relies on the optimal allocation of resources and that multiple industries should be established to achieve high-quality and sustainable development.

Strengthening areas of weakness and removing institutional barriers are key to pushing ahead with Liaoning’s high-quality development and achieving vitalization in all areas. Song Shuaiguan, deputy director of the Institute of Economics under the Liaoning Academy of Social Sciences, said that Liaoning Province needs to stay problem-oriented, have the courage to reform and innovate, and continuously promote market-based reform. It should also lower the institutional cost of economic operation, stimulate enterprises’ and people’s enthusiasm to invest and start up businesses, and add development momentum. Efforts should also be made to improve the business environment while promoting reforms to a higher level and to carry out reforms in state-owned companies while enhancing the private economy. Reforms should be carried out in such key fields as agriculture at the rural level, financial systems at the county and rural level, and technological mechanisms, in a bid to spur innovation in all fields.
