The Blue Book of the 21st Century Maritime Silk Road: Research Report on 21st Century Maritime Silk Road (2017) was recently co-released by the Maritime Silk Road Institute at Huaqiao University and Social Sciences Academic Press (China).

The report is composed of four parts: the general report, Southeast Asia, South Asia, West Asia and other regions, and special subjects.

The general report points out the basic path of the 21st Century Maritime Silk Road construction. Connectivity, trade and investment facilitation—with the support of maritime transportation corridors and infrastructure—will push forward maritime cooperation and joint exploitation focused on the South China Sea and strategic channels, with international economic and trade cooperation at the core. The 21st Century Maritime Silk Road construction will facilitate maritime connectivity while promoting integrated Silk Road economy to form an open international economic cooperation belt, according to the general report.

The section of the report on Southeast Asia analyzes the potential for China to cooperate with ASEAN, especially Indonesia and Malaysia, in the construction of the Maritime Silk Road. It says that Southeast Asian countries all have shown a strong will to deepen their cooperation with China under the framework of the “Belt and Road” initiative while relevant projects are being pushed forward in an orderly fashion. However, new characteristics and problems of China-ASEAN cooperation have also emerged. Both sides should work to build Southeast Asia into a demonstration area of the 21st Century Maritime Silk Road.

The part of the report on South Asia, West Asia and other regions gives an overview of the understanding of the 21st Century Maritime Silk Road construction by such countries as Sri Lanka, Australia and Egypt as well as progress in cooperation.

The blue book reflects the frontier of the 21st Century Maritime Silk Road construction. It has also provided an important reference for enterprises’ development along the road as well as related academic research.
