Annual 2019 report on SCO released

On June 10, the 2019 Annual Report on the Shanghai Cooperation Organization (SCO) was released and experts held discussions on related issues. SCO is a permanent inter-governalmental international organization that was founded in Shanghai, China, on June, 15, 2001, now with China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan Uzbekistan, India and Pakistan as its member states.

Li Jinfeng, secretary of the Party committee of the Institute of Russian, Eastern European and Central Asian Studies under the Chinese Academy of Social Sciences, and the editor-in-chief of the annual report, said that over the 18 years since its foundation, SCO has always pursued peace and development and led the theory and practice of international relations in new directions. Transcending cultural conflicts and the traditional concept of security as a zero-sum game, it has formed a Shanghai spirit of mutual trust and benefit, equality and consultation, and respect for cultural diversity and common development. The organization has played a significant role in maintaining the security and stability of Central Asia, and it has progressed towards a more equal and rational global political and economic order. Moreover, it has laid a solid foundation for the high-quality development of the Belt and Road (B&R) initiative, and it has become a key platform for connecting the B&R initiative and the development strategies of the countries involved.

Li added that, as the world faces profound changes unseen in a century and an enormously altered global economic pattern, SCO is embracing valuable opportunities for development. Qingdao Summit has invigorated the Shanghai spirit and strengthened the mutual political trust of member states. The high-quality development of the B&R initiative has increased member countries’ cooperation. As it admits new members, SCO has huge potential to develop, and its regional cohesion continues to improve along with its surrounding environments.

The report put forward that, in the future, SCO will follow new trends and promote the expansion of security cooperation among member states and the building of a safety network. It will advance the common development of member countries, benefit local people, promote practical cooperation based on mutual complementarity, and nurture new growth areas in regional economies. It will push ahead with mutual exchange and learning based on respect for diversity, so as to build a harmonious region. On the basis of maintaining member states’ own characteristics and strengthening national governance, it will proactively participate in global governance and promote the establishment of a new order of regional and global governance.
