Scholars: Mutual aid, cooperation supplements family support for seniors

The second Urban Pension Summit, themed “Urban Pension and Urban Governance,” was jointly held in Shanghai by East China Normal University (ECNU) and several other research institutions on Oct. 8.

“China will remain in a stage of rapid population aging from 2015 to 2035. In light of such an escalating trend and the possible resultant social problems, it is a responsibility we all have to bear to establish a scientific pension system that suits China’s national conditions,” said Zeng Gang, president of the Institute of City Development Research at ECNU.

In 26 provinces, municipalities and autonomous regions, the proportion of residents older than 65 has crossed the threshold of 7 percent, signifying an “aging society.” The population of seniors requiring various forms of long-term care is about 33 million.

Jing Jun, director of the Research Center for Public Health, said senior care in the form of mutual aid and cooperation has never been an adequate substitute for other forms of senior care. However, it may supplement family care for seniors. And it can also be included into the community senior care system, he said.

Employees who are included into the coverage of basic medical insurance but not registered as local residents should also be included within the coverage of long-term care insurance when the nation launches a pilot policy for long-term care security, said Gui Shixun, a professor from the Population Research Institute at ECNU.

When an employee transfers to a job in another province, at least 60 percent of the accumulated longterm care insurance premiums paid by the employers for their employees should be transferred to provincial social security management department where the new job is located, he said.

Although the suggested financial operating model might increase the workload of management, it will not only expand insurance coverage but also motivate employees to participate in the insurance system, Gui said.
