Report on Combating Corruption and Upholding Integrity in China No.3 released

Based on field research, surveys and public opinion analysis, Report on Combating Corruption and Upholding Integrity in China No. 3 attempts to show the progress and achievements China has made in combating corrupt practices and maintaining integrity since the 18th National Congress of CPC was held in November 2012. Sections include “Observations by the Chief Editor”, a general Report, special reports, regional reports and thematic reports.

Chief Editor Li Qiufang observed that the key to achieving ideal effects in combating corruption lies in the level of anti-corruption strategy and intensity of anti-corruption actions. She advised that establishing a longterm mechanism to eliminate the “four misconducts”—superficiality, bureaucracy, hedonism and profligacy—is urgent. Additionally, Li believes that combating corruption through the internet should be taken seriously and managed in accordance with the law. The general report provides an overview of the achievements that have been made in fighting corruption and promoting integrity in six aspects: punishing corruption and examining and correcting conduct that violates the “Eight Regulations”; innovating a check and supervision mechanism; regulating public power; overseeing public funds, resources and assets; improving the moral integrity and behavior of civil servants; and fostering social integrity.

The special reports elaborate on the role of the state audit in combating corruption, as well as how the Ministry of Agriculture helps facilitate development of agriculture, farmers and the rural area through fighting corruption in the agricultural system. These reports also address the status quo and prospect of combating corruption through the internet, and the use of criminal law to prevent corruption and bribery.

The Regional Reports and the Thematic Reports outline the practice and achievements of combating corruption and upholding integrity in provinces and autonomous regions, including Hebei, Shandong, Gansu, Fujian, Jilin, Guangxi, Ningxia, Heilongjiang and Hainan. For example, the report on Hebei Province details the province’s exploration of establishing complete supervision of the operation of power. The report on Shandong examines how the province innovated the “six plus one” pattern for preventing and fighting corruption. Similarly, the report on Gansu’s health care reform notes how the province focused on preventing corruption within the health care system.
