The “Strategic Diplomacy” of Shinzo Abe and Its Impact on China

Abstract: Since taking office, Prime Minister Shinzo Abe has endeavored to advocate the so-called “strategic diplomacy” with the view of “overlooking the globe”. In the context of profound changes of domestic and overseas situation and adjustment of Japanese national strategy, the implementation Abe’s “strategic diplomacy” aims at promoting politics, economy and defense of Japan, as well as containing and counterbalancing the development of China. The “strategic diplomacy” is to be achieved by various forms of diplomacy, such as political, security and defense, social and cultural ones, by means of strengthening ties of shared values, expanding economic aid, promoting security cooperation and social contribution with other countries. It has the characteristics of top-level design, comprehensive planning, global view, expanding overseas with the assistance of US and exchanges between Japan and other countries. A large part of strategic diplomacy can be considered as the “surrounding diplomacy” directed against China, which has influenced the interest and development of China in terms of strategic, diplomatic, security and economic aspects. It is recommended that China should focus on the international community in a comprehensive way, fully using of bilateral and multilateral relations with other countries, respond calmly and properly to foster favorable conditions and avoid unfavorable ones for implementing its foreign strategy.
