Some guidelines about comprehensively strengthening basic science research have been released by the State Council on Jan. 31, drawing a blueprint for improving basic science research. A three-step development goal was set in the guidelines, which proposed developing China into a major global scientific center and a high ground of innovation as well as achieving a number of significant or research results and fostering a batch of top international scientific researchers by the middle of the century, providing scientific supports for building a strong, democratic, civilized, harmonious and modern socialist country. Twenty major tasks from five aspects were also put forward by the Guidelines, including optimizing the layout of basic science research, establishing high-level research bases, expanding research staffs, and perfecting its development mechanism and environment.
