Reform and innovation to develop Northeast China

The revitalization of Northeast China should be both promoted by reforms led by governments and driven by innovations led by the market economy, said Zhu Yu, president of the Heilongjiang Provincial Academy of Social Sciences (HLASS), at the Forum on the “Belt and Road” initiative and Northeast China Revitalization held by HLASS on Dec. 20. Vitalizing the market should stress both reforming traditional industries and fostering high-tech industries, Zhu said. The recession of momentum was the root of economic decline of Northeast China, said Liang Qidong, vice president of the Liaoning Academy of Social Sciences. The new momentum for economic development lies in industries such as services, modern agriculture, emerging industries and light industries as well as private economy, and medium, small and micro enterprises, Liang said.
