Exploring innovative global ocean governance

The Fifth Forum on the Ocean Public Management of China was held in Qingdao on June 16. Centering on the reform of and innovation in ocean governance, scholars held discussions on the fundamental theories and methods of ocean public management, the system and capability of national ocean governance, and China’s participation in global ocean governance.

Sun Kai, a professor from the School of International Affairs and Public Administration at the Ocean University of China, said that, in terms of Arctic studies, related think tanks need to improve their coordination and division of labor and promote communication and cooperation with their international counterparts based on China’s situation and the timeliness and foresight of research.

Liang Jiarui, a research fellow of the Research on Pacific Island Countries at Liaocheng University, said that regarding regional ocean governance, the governing of the South Pacific plays a key role. Currently, regional ocean governance has received widespread concern from the international community. Ocean governance at the regional level is key to the sustainability of global ocean governance, and it faces several challenges. For ocean governance at both the regional and global levels, we need to take on a long-term view when dealing with issues and push forward with the building of a maritime community of shared future.

Participants agree that addressing the issue of ocean governance requires China to play an active role. At present, China’s participation in global ocean governance has reached a higher and more comprehensive level. The proposal of building a maritime community of shared future embodies Chinese wisdom and China’s responsibility. Current global ocean governance has not achieved an ideal effect, at the root of which are certain agents chasing individual interests. However, the fluidity of the ocean ensures that no country can benefit without the cooperation of other countries. Building a maritime community of shared future embodies China’s concern for global ocean interests. It helps promote the common development of the ocean in a scientific way, serves to protect the ocean’s biological environment, and contributes to sustainable development.
