‘Effective security’ at core of national strategy

The Fudan China National Security Strategy Report was released in Shanghai on November 15. The report found that under the guidelines of an overall national security framework, China should develop a national security strategy with “effective security” at its core. The strategy should aim to uphold national security and take advantage of China’s strengths, the report found. “Effective security” is a new concept proposed in the report. Chen Zhimin, dean of Fudan University’s School of International Relations and Public Affairs, said “effective security” refers to intensive, relative, open, sustainable, all-dimensional, developing, common, integrated and non-excessive security. China will pursue “effective security” through development, Chen added.
